The Philippine Amusement and Gaming Corporation (PAGCOR) has warned the public about fraudulent gaming certifications linked to Lucky 7 Bingo Corporation, which currently operates a legitimate E-Games venue license.
Reports received by PAGCOR indicate that Lucky 7 Bingo Corporation has been entering into contracts with individuals, promising “guidance and support to potentially earn Php50,000 through the Lucky 7 Bet Lottery Platform.” These agreements require bettors to make an upfront cash deposit of P3,000.
PAGCOR clarified that the offshore gaming license cited in these contracts is counterfeit, noting that all offshore gaming operations were officially banned in the Philippines as of December 31, 2024.
“While Lucky 7 Bingo Corporation is a legitimate licensee for E-Games venue operations as of April 30, 2025, it does not hold any valid offshore gaming license,” said Atty. Jessa Fernandez, head of PAGCOR’s Offshore Gaming and Licensing Department.
“The license presented in said agreements is fake, and any engagement based on it is fraudulent,” Fernandez added. “We strongly advise the public to exercise due diligence when engaging with entities claiming to be PAGCOR-accredited.”
PAGCOR urged the public to confirm the authenticity of gaming licenses only through its official website (www.pagcor.ph) or by calling its trunkline numbers: +632 8521-1542 or +632 8522-0299.
“We urge the public to remain vigilant and always verify the legitimacy of a PAGCOR-licensed gaming entity before entering into any agreements or making any form of payment,” Fernandez said.
Earlier this year, PAGCOR also issued advisories about fake websites and fraudulent Viber messages impersonating PAGCOR officials, underscoring the importance of caution among the public.
