The Government Service Insurance System (GSIS) began accepting applications for a new solar energy loan program, aiming to transition state employees toward renewable power following a national energy emergency declaration.
The Ginhawa Solar Energy Loan (GSEL) allows active members to borrow up to ₱500,000 for the purchase and installation of photovoltaic systems.
The move follows President Ferdinand Marcos Jr.’s Executive Order No. 110, which declared a national energy emergency to address supply volatility and rising costs.
“The call from the President is clear: every Filipino must be part of the solution,” GSIS president and general manager Wick Veloso said. “Through this program, our members can move from awareness to action, shifting to solar, lowering long term costs, and investing in a more stable and sustainable future.”
The facility carries a 5% annual interest rate with no service fees, repayable over five years via automatic salary deductions. To qualify, members must have at least three years of government service.
The program also supports early adopters by allowing reimbursements for solar systems installed since the start of 2026.
Approved proceeds are credited to the borrower’s bank account within three working days of application via the GSIS Touch mobile app.
To mitigate climate-related risks, GSIS is providing three-year insurance coverage against fire, typhoons, and earthquakes at no additional cost to the member.
Borrowers may also utilize the government’s net metering system, which allows households to sell excess electricity back to the grid to further reduce monthly expenses.
The GSEL will run for an initial three-year period, marking a significant push into distributed energy resources (DER) as part of the country’s long-term energy strategy.
