Former Budget Secretary Rolando Toledo has been appointed to the board of trustees of the Government Service Insurance System (GSIS) as part of a management reshuffle aimed at supporting its digital transformation and service upgrades.
Toledo, a former acting secretary of the Department of Budget and Management and certified public accountant, replaces Beatriz Torno on the board of the state pension fund for government workers.
GSIS manages retirement and insurance assets for millions of public sector employees, with the appointment coming as state pension institutions face pressure to extend fund sustainability and modernise member services.
Toledo has nearly four decades of experience in public administration, having worked on fiscal policy and government efficiency programs across multiple administrations.
“His experience in public sector management and institutional development will help GSIS continue its digital transformation, improve member services, and safeguard the long-term sustainability of the fund,” GSIS president and general manager Wick Veloso said in a statement.
The agency also acknowledged Torno, a former Department of Education regional director and career educator, who is stepping down after serving on the board and contributing to pensioner welfare and institutional policy.
“Trustee Torno served with wisdom, professionalism, and a strong sense of duty,” Veloso said.
