DBP backs Marcos housing drive with P2B financing to PH1

State-owned Development Bank of the Philippines (DBP) has extended a ₱2-billion loan to Saavedra-led PH1 World Landscapes, Inc. to fund the construction of 8,360 homes under the government’s flagship Pambansang Pabahay Para sa Pilipino (4PH) program.

The bridge financing is expected to accelerate the national housing initiative of President Ferdinand R. Marcos Jr.

“This collaboration is seen to contribute to the fulfillment of the National Government’s goals of constructing affordable housing units that would unite families, strengthen communities, and generate livelihood opportunities for our countrymen,” DBP president and CEO Michael de Jesus said in a statement.

The loan will help fast-track high-density projects in Caloocan City and the Cavite cities of Imus and Bacoor, with construction expected to generate more than 1,000 jobs.

De Jesus said the bank is expanding its BAHAY-4PH Program, which provides financing to local government units (LGUs), developers, and contractors involved in the initiative.

As of Jan. 31, 2026, DBP had approved ₱1.31 billion in assistance to two LGUs and one developer under the lending facility.

The 4PH program aims to expand homeownership for low-income households by subsidizing interest rates and streamlining the construction of mid-rise to high-rise socialized housing.

“DBP’s support for these projects is deeply aligned with its core development thrusts and it will continue to explore avenues to support the Marcos administration in its noble objective to make homeownership more accessible to low-income households,” de Jesus said.

DBP remains a key source of state-backed financing for infrastructure and social development projects.
