Countdown to JPMorgan Index debut: Philippines overhauls bond pricing to attract foreign funds

Philippine government bonds are set to become more accessible to foreign investors after regulators approved the adoption of international pricing standards ahead of the country’s entry into a major global bond index.

Under the new convention, which takes effect on Jan. 4, 2027, the settlement value of peso-denominated bonds will be calculated using globally accepted market practices when investors buy or sell securities.

The reform is expected to improve the tradability of Philippine debt, boost foreign participation and deepen liquidity in the domestic bond market.

“The broader participation in the government bond market will help lower borrowing costs, enabling the government to finance more productive spending, including public infrastructure and services,” Treasurer Sharon Almanza said in a statement.

The shift comes weeks before Philippine peso-denominated government bonds join J.P. Morgan’s Government Bond Index-Emerging Markets series on Jan. 29, 2027, a move expected to increase the country’s visibility among global fixed-income investors.

Authorities said the change would not affect existing tax obligations or alter the contractual terms of outstanding securities. Bondholders will continue to receive scheduled coupon payments and principal repayments at maturity.

Retail investors, most of whom hold bonds until redemption, are unlikely to see any material impact from the transition, regulators said.

The Bangko Sentral ng Pilipinas said the new pricing convention will also apply to eligible peso-denominated corporate bonds, fixed-rate Treasury notes, retail Treasury bonds and other government securities that pay periodic interest.

“A more robust bond market complements bank credit and helps make the Philippine financial market and economy more resilient,” BSP Governor Eli Remolona Jr. said.

Regulators said the required rules and systems would be in place before the end of 2026, while financial institutions will carry out transition activities from Jan. 1 to Jan. 3, 2027.
