BSP’s new reporting requirement aims to boost MSME access to credit by 2025

The Bangko Sentral ng Pilipinas (BSP) will require banks to submit quarterly and annual reports on the Standard Business Loan Application Form (SBLAF) beginning in 2025, as part of efforts to streamline loan access for micro, small, and medium enterprises (MSMEs).

Approved in November 2023, the SBLAF aims to simplify the loan application process for MSMEs, making it more transparent and accessible.

The new system, mandated under BSP Circular No. 1156, is designed to improve access to credit by reducing the complexity of loan procedures. Banks were instructed to implement the form by April 2024.

In a memorandum dated December 16, 2023, BSP Deputy Governor Chuchi G. Fonacier directed all covered financial entities—including banks, government financial institutions, and other credit-granting organizations—to submit SBLAF reports electronically starting in March next year. These reports will be submitted on a quarterly basis, with annual submissions beginning in December 2025.

The SBLAF is expected to reduce barriers to borrowing by simplifying the loan application process for MSMEs, which often face difficulties accessing financial services due to complex application procedures. By making the process more user-friendly, the BSP hopes to increase MSME engagement with formal financial institutions.

The BSP anticipates that the new process will improve risk assessment, shorten processing times, and facilitate the transition to digital loan platforms.

It expects the move to enhance the quality of credit information and streamline decision-making for banks and other lenders.
