ADB backs Philippines’ climate action with $500 million loan approval

The Asian Development Bank (ADB) has approved a $500 million policy-based loan to enhance the Philippines’ climate change mitigation and adaptation efforts.

The loan supports the nation’s Climate Change Action Program (CCAP) Subprogram 2, aimed at advancing the country’s commitments under the Paris Agreement by implementing its nationally determined contributions (NDC).

The initiative will accelerate reforms in key sectors such as agriculture, natural resources, energy, and transportation, guiding them toward low-carbon and climate-resilient pathways.

The Philippines, identified as having the highest disaster risk globally by the World Risk Index 2022-2024, faces mounting challenges from frequent and severe weather events. Recent back-to-back typhoons underscore the nation’s vulnerability to intensifying climate threats. Economic losses from climate-related disasters could reach up to 7.6% of the country’s GDP by 2030.

“Climate change is exacerbating all major development challenges in the Philippines. The country’s high vulnerability impacts its economic momentum and outlook,” said ADB Philippines Country Director Pavit Ramachandran. “This program is part of our commitment to help our host country avert economic damages from future climate change impact, mobilize green investment, and transform its economy.”
