The Government Service Insurance System (GSIS) is removing down payment requirements for qualified government workers buying agency-owned homes in the Davao region, marking a major policy shift aimed at accelerating home ownership among civil servants.
GSIS president and general manager Wick Veloso announced the move during a dialogue with members and pensioners in Tagum on Wednesday, part of a regional visit designed to refine systems for the agency’s 2.7 million stakeholders nationwide.

The state pension fund currently has 47 properties available in Davao del Sur and 12 units in Davao del Norte, which will be covered by the revised housing policy.
“We came to Tagum with one clear purpose: to listen to you, and to learn from you,” Veloso said. “We want to serve you better, and we can only do that if you tell us, plainly and specifically, where we are helping and where we are falling short.”

GSIS said it will roll out targeted service improvements across the Davao region, focusing on both digital and physical transactions. Veloso noted the agency’s 99.6% digitalization rate, but acknowledged gaps in delivery remain.
The pension fund is expanding enhancements to its GSIS Touch mobile platform, which has surpassed 2 million users, while improving communication and responsiveness for members in provincial areas.

As part of its corporate social responsibility programs, GSIS also turned over ₱400,000 technology packages to Sambolungan Elementary School in Davao del Norte and Manasa Elementary School in Davao de Oro under its “Adopt-a-School” initiative, aimed at supporting digital access in underserved communities.
